To build the Center for Sino-Foreign Comparative Cultural Studies of SISU into a research base of humanities and social sciences that is top-notch in the whole city scope and renowned at home and abroad, CSFCCS has made high-standard and strict-requirement rules and regulations on scientific research and management which will be regularly evaluated according to the relative items of the rules and regulations. Basically borrowing from exiting and effective rules and regulations of school, the Center for Sino-Foreign Comparative Cultural Studies has established a set of systematic files made up from following 8 files:  

1. “The Organization Constitution of the Center for Sino-Foreign Comparative Cultural Studies” has made rules about the center’s operation mode and the staff setting. There is a director and a deputy director in the center which consists of three subordinates: the Institute of Comparative Literature and Comparative Culture, the Institute of European Studies and the Institute of East Asian Studies. CSFCCS adopts the system of staff flow, that is, the full-time and part-time staff can join the center with their projects and pertinent funds. For a major project, CSFCCS will set up a research group and recruit and appoint a group leader. The center office has an office director and a reference room chief respectively to ensure the success of the scientific research projects.  

2. “the Management Constitution of the Center for Sino-Foreign Comparative Cultural Studies”, in accordance with the five standards of the key research base, has clearly stipulated the basic principles onthe center’s affiliation, the organization structuring, the academic evaluation, the project bidding, the recruitment of full- and part-time staff and so on.  

3.“the Constitution of the Academic Committee of the Center for Sino-Foreign Comparative Cultural Studies” has optimized the system of examining and assessment to ensure the high academic standard of CSFCCS. The academic committee is made up of five experts within the center and the other five experts from other institutions who will discuss and decide important academic issues, will take charge of testing the academic competence of major members, will authenticate relevant academic achievements, will decide the central topics of the national and international academic conferences organized by CSFCCS, will decide the scientific research projects of CSFCCS as well as those the center works with institutions at home and abroad and will decide the candidates studying further abroad and taking part in the overseas academic conference as well as foreign experts.  

4.“the Conduction Regulations of the Academic Conference and the Academic Seminar of the Center for Sino-Foreign Comparative Cultural Studies” has made detailed and specific regulations about the academic exchange. The topic of a academic conference must be in accordance with the the research directions of CSFCCS. Also, the topic can be determined according to the social development and at the base of major research topics in a certain period. The topic must be academically forward-looking. After a conference, CSFCCS ought to immediately organize related experts to make a thorough evaluation about its effects and influences, then CSFCCS should report to the relevant department of the school. What’s more, CSFCCS will occasionally held academic seminars which must be censored and approved by the review committee organized by CSFCCS. The seminars also must be reported to the relevant department for reference. CFSCCS should gather experts in time to make a full evaluation about the effects and influences of seminars.  

5.“the Regulations on the Dispatch of Personnel going abroad and the Recruitment of Experts overseas of the Center for Sino-Foreign Comparative Cultural Studies” has clearly stated that those researchers who exceed in research and performance should enjoy the priority of being sent abroad for further study. Those selected ones when abroad should keep touch with CFSCCS, exchange information and materials, helping CFSCCS timely grasp the foreign research directions. After coming back to China, they should hand in a summary report to the center concerning the information of assignment completion, research competence improvement and material gathering. The hired experts from foreign countries, Hong Kong Macao and Taiwan should be friendly to the Chinese government and Chinese people ,and should embrace the “One-China” principle. Besides, they should enjoy a profound academic attainments as well as popularity abroad. The recruited experts must undertake adequate teaching and researching tasks. When their work is finished, the center will make an all-around evaluation about their working attitude and academic competence.  

6.“the Management Regulations of Books, Reference Materials and Equipment of the Center for Sino-Foreign Comparative Cultural Studies” has clarified the system of approval of books, reference material and equipment. The reference room chief is responsible for the purchasing and management of books and reference material and the office director the equipment management, which provides a reliable material guarantee to the center to be a scientific research institution of distinct features and first-rate standard.  

7.〝the financial Management system of the Center for Sino-Foreign Comparative Cultural Studies〞has standardized the financial management of CSFCCS and has identified the sources and types of funds. The particular scientific research fund must be targeted at a particular project. A particular account should be set for a project fund which should be used according to the relevant financial regulations. The center director appoints someone to manage the funds, improve the procedure of examination and approval to make sure that every fund has a pertinent approval procedure without any loophole.  

8.〝regulations concerning staff evaluation, rewards and disciplinary sanctions of the Center for Sino-Foreign Comparative Cultural Studies 〞has clearly stated that the staff of the center( including director, deputy director, superintendent, full- and part- time researchers and the staff of the center office and reference room) must undertake different types of evaluation. For example, the center director and deputy director will report on their work every half a year; every person will receive reward or disciplinary sanction according to their performance.
